Because of security protection, Windows XP, Vista and Windows 7 will not permit you to install any programs or make any system changes like setting up the Welsh keyboard driver without having administrator's rights. You can set up as an administrator easily yourself as follows:

Step 1     Open the Control Panel and open 'User Accounts' by double-clicking   If not already selected, open the account which you use by double-clicking
Step 2     Click to select Change the account type
Step 3     Click to select the Administrator option. Click the Change Account Type button at the bottom and close the window.
